Very few states have laws that prevent parents from homeschooling their children. Colorado does not prohibit parents from homeschooling based on their legal or criminal history. Only two states, Pennsylvania and Arkansas, prohibit some parents based on their criminal history or by someone living in the home.

There is no required level of education for parents in Colorado to educate their children at home.

Colorado State Standards and Common Core

Article 19 of the Colorado Constitution gives control of school curriculum to local school districts. Article 19, section 15, specifies that school districts are to be overseen by three or more local directors. Article 19, section 16, specifies that “neither the general assembly nor the state board of education shall have the power to prescribe textbooks to be used in the public schools.” Control over curriculum rests solely with local school districts. Unfortunately, local school districts in Colorado have been developing curriculum aligned to the Common Core since 2012. The Colorado Department of Education is now working with school districts to develop specific instructional units. Additionally, Colorado secondary and postsecondary schools are working to streamline course content between students’ senior year of high school and freshman year of college.

Homeschool Statute:

Communication skills of reading, writing, and speaking, mathematics, history, civics, literature, science, and the U.S. Constitution.

Umbrella School:

Parents must provide a “sequential program of instruction” in reading, writing, and speaking, mathematics, history, civics, literature, and science.

Private Tutor:

None.
